A New GOP Foreign Policy: How to Get it Wrong

David Goldman over at Pajamas Media writes an article about how the GOP is about to get it wrong on foreign policy:

…We Republicans now find ourselves painted into a corner. The public doesn’t trust us with guns. That’s why Rand Paul has gotten his fifteen minutes of fame (and if it turns out to be more than fifteen minutes, we are in trouble). It’s satisfying at one level to watch Rand Paul beat up Obama’s nominee for CIA director, but he represents a nasty brand of isolationism.

We nonetheless have to state the obvious: The only way to prevent Syria’s living hell from spreading to Iraq and Lebanon is to neutralize the main source of instability: Iran. Republicans should rally behind Gen. James Mattis, whom Obama fired as head of Central Command. Gen. Mattis told a Senate committee March 6 that sanctions aren’t working, and that Tehran ”enriching uranium beyond any plausible peaceful purpose.” The United States should not only remove Iran’s nuclear program, but also destroy Revolutionary Guards bases and other conventional capability that the Tehran regime employs to destabilize its neighbors. And the U.S. should throw its full weight behind regime change. With Iran out of the picture, the local conflicts–horrific as they are–will remain local. I do not believe that either Egypt or Syria can be stabilized, but it is possible to limit the spread of their instability. The prospect of a prolonged Sunni-Shi’ite war in the region will be horrific past the imagining of most Americans. Secondary conflicts will erupt around it, including long-frustrated minorities like the Kurds, who have created a functioning de facto state in northern Iraq.

We Republicans have to cure ourselves of the illusion that we can engineer the happiness of other cultures with an inherent antipathy to Western-style democracy. Where the Muslim world is concerned, optimism is cowardice. And we have to persuade the American people that selective, limited military action against Iran will not draw the United States into a new land war…

Goldman gets it right in that he identifies Iran as the central problem.  He also gets it right in declaring that we have to give up all illusions and no longer seek make the Muslim world in to a pluralist, democratic civilization.  But he gets it flat wrong when he condemns Paul’s “isolationism”, and the reason he gets it wrong is in, “we have to persuade the American people that selective, limited military action against Iran will not draw the United States into a new land war…”.  In other words, we should engage in another round of limited war.  My friends, that is poison.  One thing that I’ve learned – and most especially since 9/11 – is that the one type of war Americans can’t win is a limited war.  We’re just not built for that sort of thing.  In war, Americans are an all or nothing people:  we either go all the way in, or we should stay all the way out.

There is a commonality in all of our limited wars (Korea, Vietnam, War on Terror):  we lose.  We lose because the American people will not sustain a long, drawn out, bloody and expensive process which even in the best of worlds only produces a stalemate.  You can call this whatever you will (I call it a will to win), but the fact of the matter is that it is not possible to politically sustain a war which has no clear-cut, final goal.  You can get away with it if the effort is only a few days to weeks long (Grenada, Panama, Libya, eg), but if it goes on longer than that, public support starts to erode (and if a Republican is in office, Democrats will start going anti-war as a means of attacking the President…and I do believe that some GOPers are falling in to this vis a vis Obama).  Eventually, the thing turns in to a bloody mess and we withdraw with no sense of victory – and often a worse situation in the long term (think about it:  its 60 years after the end of the Korean War and we’ve still got 25,000 troops there and right now North Korea is threatening to re-start hostilities: great job there on that “limited war” concept).  For American, any war must be a fight to the finish and the enemy must be compelled to unconditionally surrender.  If we’re not getting in to it with that idea, then its best we don’t get in it, at all.

This is why I want us to withdraw from the Middle East as far as possible.  As I’ve said, whatever it is we have been hoping to accomplish, we’ve failed.  Our fault, their fault, no one’s fault: the whole thing is a gigantic mess and the only way to fix it is to raise an army of 3,000,000 soldiers and conquer the whole area.  For that, there isn’t the political will in the United States:  the American people would never, under current circumstances, agree to it.  Get out, now.  To be sure, there is that chance that once we leave the Muslim world will cool down – I doubt it:  people who rape, rob and murder Christians for no other reason than their Christian faith are not the sort to cool down.  But stranger things have happened and nothing would please me more than the sudden arrival of peace and prosperity in the Muslim world.  But my bet is on Muslim world still being controlled by violent, vile lunatics.  Given this, I expect they’ll take our withdrawal as a sign of weakness – and that will lead them to conclude they can attack us, here at home, again.  They’ll do it on the expectation that we’ll visit some destruction on them for a bit, then get tired and leave, again.  But if we do it right, that won’t be the outcome.

This is because if we withdraw and give nothing remotely resembling cause for Muslims to attack us, then when they do attack we’ll instantly have the political will to visit upon the Muslim world a chastisement which will resound through the ages.  Provided, of course, that we pick out the most offensive nations (ie, those we think most responsible for whatever attack occurs, even if they didn’t directly order it), declare war on them, demand unconditional surrender and when they refuse, raise that 3,000,000 man military force and crush them to the ground.  That sort of war – even if it lasts for years and is quite costly – can be sustained in the United States, because we will be fighting from day one to day last for a clearly identifiable goal with a clear means of ending the fighting:  the enemy unconditionally surrenders.    That sustained us through the Civil War, World War One and World War Two, and it would sustain us through a war against Islamic powers which seek to attack us, as well.

But, there’s more.  No more of this going in an rebuilding afterwards.  The defeated enemy must be compelled to surrender territory and treasure as compensation for putting us through the trouble.  As I said, what we do should resound through the ages – doing to them what we did to our own brethren in the Civil War, so that though a century may pass, they’ll never again seek a trial of arms with us.

In war, there are no half measures.  There is victory or there is defeat.  If you want to send our sons and daughters in to harm’s way, then you’d better be clear about what you are doing and be able to sustain the effort, regardless of cost, to absolute victory.  If that can’t be done, then find something else to do besides war.  And for me, the proper GOP policy is, these days, much closer to Paul’s alleged isolationism than it is to those who propose to spend our lives and treasure for limited objectives.

    Mark,

    I applaud your vision for a foreign mission. However, I think we are too weak at home to be concerned with what might or might not happen in the middle east. We are virtually on the verge of civil unrest here in America with the way things are going, and how the Liberals continue to weaken this nation.

    I think once we settle matters here at home, then we can all be focused on what lies ahead across the pond. We can then be unified to begin the process of destroying that country which seeks to harm the United States.

      Our internal divisions are many, but we’d all unite for a real war – even under Obama, if it came to it. But it has to be a real war.

      Our failure was in Korea – Stalin tested us there, just a couple years after he tested us in Berlin. In Berlin Stalin learned that he could go right up to the limit and expect no military response. Korea was a test to see if he could go over the limit and still get away with it. In the immediate sense, the answer was “no”, but the long term effect was “yes” because not only did we not go after the nation which actually started the war (Stalin’s Russia) but we didn’t even go after China when Mao flung a million Chinese soldiers in to the fight. The lesson was learned: as long as you don’t shoot, we won’t shoot, even if by not shooting you can humiliate us. And if you shoot, we won’t destroy you. No more of that.

      We’d really only have to do it once – utterly crush one or more enemies which challenged us and leave them humbled in the dirt. After that, it would be a long, long time before anyone would try conclusions with us, again.

        I wholeheartedly agree. All would back the President in declaration of war. But I don’t think Obama is going to do it because of his alignment with the Muslim Brotherhood. So, I don’t think he would declare war. He only went into Afghanistan as a means of boosting his prideful ego, just as he prides himself in “finding” and performing justice on Osama Bin Laden … it had nothing to do with ending the conflict or threat from the many militant Muslims of the area, or creating peace.

        I agree that when we go in, that it should be for total victory. But I guess it depends on how one views total victory. To me, total victory would be to kill every living thing, from two to four legged creatures. And that would be a sign to anyone entering that land to keep the peace.

        If we leave even one person with their ideology standing, then that is room for that ideology to spread, and continue furthering the terror-mindset of the region.

        But, as I say, we have fish in the pan that needs fryin’ here at home, because we are in danger from our own government.

    I’ve been thinking for quite some time now that the world should do the complete opposite. Rather than withdrawing from certain areas of the world, we should be invading. Enough of sanctions that do nothing but hurt the people of the area and enough of cultural and religious “tolerance”. But I would not restrict it to the middle east.

    Any country which does not have democracy and/or does not conform to modern morality needs to change very quickly. My reasoning is that they hurt the people of their country. Ie Iran needs to be introduced to democracy, along with Saudi Arabia. Also places like Uganda need to as well. Not only that, but basic morality should be enforced. Quite simply by imposing a set of laws on the people and holding our own justice system until theirs is in place.

    Of course to do that I need to define democracy, which you seem unable or unwilling to do given I’ve asked 3 times. To me democracy means that there must be elections held at least once every 10 years (some people consider less to be too restrictive, so so be it) and every citizen over the age of 21 gets the right to vote in a secret ballot. A very simply definition allowing room for flexibility.

    I also need a definition of basic morality. The two that come to mind are treating women as equals to men, ie allowing them to get an education, drive, wear whatever they want, be seen with whoever they want, allowing them easy access to divorce, etc and gay rights, ie no laws that punish people for being gay or commiting gay acts.

    Quick does not mean Iraq style. It means sending a million troops to simply occupy the country until they hold new elections and the mind set starts to change, ie could be 10 years or more. Though there would be very little bloodshed given very few people are stupid enough to fight when theres a soldier at every street corner and helicopters flying over the city.

    In other situations, such as Israel and Palestine, I would go with a slightly modified method. For those 2 countries the problem essentially lies in the fact that Israel does not want peace and the people of Palestine see nothing but bloodshed. Its a given that the children will grow up hating those who kill their parents and/or relatives. My solution there would be say 100,000 troops along the border for about 50 years. Enough time for 2 generations to grow up in relative peace. Then I would disarm both countries. Soldiers would go door to door searching every house for weapons and both governments would be disarmed. Afterall theres no need for weapons when theres a massive force sitting on the

    I also disagree with not rebuilding the country. Its easy to see that prosparity reduces crimerates and I’d assume would also reduce religous hatred towards others. The best thing would be to advance these countries to the same level as the western world. Ie update their oil producing capability, (and make sure the money goes towards the public good, not towards the richest), give them technology that they dont currently have, which includes nuclear technology since its possibly the best way to produce power, and build up their services industries and education services. Once all of these are done, and 20 years laterwhen the youngest are well educated and working in good jobs, I would imagine the mindset would change quite a bit.

        I would imagine very few, much less than the number currently murdered by immoral governments. As I said given a large enough force and people wouldn’t be stupid enough to attack soldiers.

        I should note that what I said is completely and utter infesiable given that it would require 2 things. First is a world effort, ie all of europe, the americas (north, central and south), and the pacific. The second is that I would also get rid of all current oil contracts and let the people decide on who to sell to and at what price. Instantly most governments would reject it.

      Given that setting up elections in the Muslim world tends to produce governments which are in some ways worse than the old tyrannies, I’m not at all interested any longer in setting up democracy. If the want to do it, that’s their business…but if they attack us, I want them destroyed, as nations. Unconditional surrender – and the peace treaty involving cession of territory and payment of indemnity. If we’re to have war, then it should be war … battling them with honor, of course, but without remorse and with no consideration for what their lives may be like after they are defeated.

    We blew a golden opportunity to do exactly that in Afghanistan in the winter of 2001/2002. We should have turned that desolate, God-for-saken country into a glass parking lot and left. The cost in blood and treasure would have been a fraction of what it’s been.

      I almost agree with you J.R. However, I do not believe it is our job to condemn the innocent with the guilty. My thought is that we should have just left the place to the Northern Alliance and told them we will be back if needed to wreck the place again if they don’t get their act together.

      This I believe is the same strategy we should use in Iran. Destroy their ability to wage war outside their own borders, arm anyone who wants one and get the heck out. Rinse and repeat if needed.

      While in hindsight it is clear that we should have issued a formal declaration of war against Afghanistan, I’ve long thought that going there first was a mistake. True, it is where the genesis of the 9/11 attack was created, but back in 2001 the enemies which really caused the trouble were the governments of Libya, Syria, Iraq and Iran…there should have been five declarations of war: against Afghanistan and those four nations. Afghanistan should have been last on the list to be invaded – only after we had destroyed those nations most likely and most capable of sustaining a battle in Afghanistan.

History has demonstrated over and over again the futility of war as a means to peace. And no form of government, including democracy, has been able to demonstrate that it can effectively meet the needs of all of its citizens, including keeping them permanently safe from their “enemies”.

        neocon01, I agree that many of the problems that we human beings face in our world no matter where we live are caused by the presence of “evil” in this world. But it may be helpful to recognize that the “kingdom of God” is not a democracy, and the wise loving will of God has never been able to be implemented in our human procedures for living together by popularly elected officials in any form of government at any time in history. Not even the divinely selected and anointed kings of Israel could ultimately protect these people from the “evil” powers that surrounded them.         neocon01, When I suggested that we should be preparing “each other to meet God”, you indicated that that “can only be done in a free Christian based society”, because “Any other will murder you for (doing) that”, which is exactly why Jesus told anyone who wanted to “come after” him and to maintain their loyal and effective relationship with him to “take up his cross” (see Matthew 16:24). Only a few “patriots” in any society have that level of sacrificial commitment. There is big difference between a Muslim suicide bomber and a Christian “martyr”. Both are seeking to make a “difference” in their societies, but their messages and strategies are extremely different. This discussion only continues to demonstrate the absence of understanding regarding this matter and how peace and safety can be established in our social and civic relationships with others, including our “enemies”.

    The Cliff Notes version of Mark’s musings is that the United States should invade and conquer any and all countries that do not live up to his romanticized concept of what our country is predicated upon. This is noting more than the imposition of a selective morality that is rooted in imperative. How many noticed that he singled out only Christians as a group experiencing certain prejudices? What about other religions Mark? Do they not count or is Christianity the only “true” religion? It occurs to me that Muslims suffer from the same convictions. The same convictions that you find so abhorrent. To quote the French again, Sacre Bleu!
    I suppose it’s a good thing though, that you recognize…and will admit, that the public will not stand for this type of wholesale slaughter of millions of people just to impose your ideas of government, religion and morality. Bush (his mind hijacked by the Trotskyite Neoconservatives) was convinced of the same thing; except they (he) acted on this impulse. You, being far behind the front lines, have recognized the reality that maybe the imposition of such idealism isn’t such a viable idea after all. Different cultures, different values, etc. Judge not, yet ye be judged. blah blah blah.
    What is even more interesting to me though, is your absolute, blind loyalty to your faith and your unwavering defense and paranoia when it comes to it. Today, as the next Pope is being selected, it comes out that there is a gay bathhouse on Vatican property. In light of the child molestation “accusations” the Catholic Church is suffering from, this is not welcome news. So perhaps in the same spirit that you have reevaluated the nuking of the entire Muslim population, you might be more receptive to including other religions as being just as worthy. Otherwise, you just set yourself up to more ridicule.

    To be honest, I haven’t read most of the posts on this thread. It seems things got off the rails early on. And Gen. Mattis is one of my favorite assholes of all time — he’s a Marine’s Marine; as smart as a whip and someone who can lay down a blue streak so withering it’ll pin your ears back and singe your hair at 20 paces. I also think he’s technically correct about Iran — both about Iran’s less-than-peaceful nuclear aspirations, and about the US’s ability to bring Iran to its knees.

    I’m also thinking that the Obama administration is thinking that our anti-missile defense technology will continue to outstrip Iran’s (or North Korea’s) ability to missilize a nuclear weapon for the foreseeable future. And really, what good is the ability to crow if, in the end, you’re a neutered rooster and only able to crow?
